Following election day on October 24, Hamilton welcomes Andrea Horwath as its new mayor and incumbent Maureen Wilson is re-elected as Ward 1 city councillor
Over one hundred thousand Hamilton residents cast their votes in Hamilton’s municipal election, which concluded on Oct. 24. Following election day, former Ontario New Democratic Party leader Andrea Horwath was announced as Hamilton’s new mayor, capturing 41.68 per cent of the vote.
Horwath’s leadership marks a milestone for Hamilton — she will be the city’s first female mayor.
The race was close between Horwath and Keanin Loomis, former CEO of Hamilton Chamber of Commerce. Horwath emerged just under two thousand votes ahead of Loomis, who captured 40.51 per cent of the vote.
Bob Bratina, a former mayor of Hamilton, came third in the mayoral race with 12.27 per cent of the vote.
“Hamilton is my pride and my inspiration. I could not have asked for a better hometown. And there are so many people who poured their hearts into making our city even greater. I am filled with gratitude,” tweeted Horwath on Oct. 24, following her election.
Horwath’s platform throughout her campaign addressed many key issues affecting Hamilton residents, such as transportation, housing and trust between city hall and the public.
Along with electing a new mayor, Hamilton residents also voted for their city councillors. In Ward 1, over eight thousand residents cast their ballots and incumbent Maureen Wilson won the seat with 74.96 per cent of the vote.
Ian MacPherson received 15.72 per cent of the votes and John Vail received 9.32 per cent of the votes.
Wilson addressed Ward 1 residents in a long Twitter thread on October 25.
In this thread, she expressed her appreciation for residents of Ward 1 and her desire to address their concerns. She also thanked her opponent, Ian MacPherson, for his community contributions and for his campaign.

As the municipal election races come to a close, students should remember that not only are they eligible to vote, but also that their voices matter in this election. Student are able to cast votes for city the mayor of Hamilton, city councillors and school board trustees.

Mayoral candidates
In June 2022, Hamilton’s current mayor, Fred Eisenberger, announced he would not be running for reelection. In the weeks leading up to the election, the Silhouette sat down with several of these candidates to discuss their platforms, their reasons for running, and their perspectives on why the student vote matters.
Bob Bratina has had a long political career, as Ward 2 city councillor from 2004 to 2010, mayor of Hamilton from 2010 to 2014 and Liberal member of parliament from 2015 to 2021. He is concerned about affordable housing, financial transparency regarding the LRT project and increased security.
Ejaz Butt is a community activist, an Uber driver, and the founder of the Ontario Taxi Workers Union. Butt explained to the Silhouette that his 20-point campaign agenda was compiled based on feedback from Hamilton residents. This agenda particularly highlights the housing crisis and the affordability of living in Hamilton.
Jim Davis detailed his platform on Facebook page Vote Jim Davis 4 Mayor of Hamilton, the same platform that he ran on in his first mayoral campaign in 2018. Davis aims to prioritize city-run programs, such as daycare and recreation and housing initiatives.
Andrea Horwath served as Hamilton’s Ward 2 city councillor from 1997 to 2004 and as the leader of the Ontario New Democratic Party from 2009 to 2022. Horwath plans on prioritizing public transportation, environmental protection and rebuilding trust between city hall and the public.
Solomon Ikhuiwu is a trained paralegal, evangelical preacher and author who wants to prioritize unifying the city and addressing the housing crisis. Ikhuiwu has worked with unhoused communities in Hamilton throughout his career and is critical of the current state of the shelter system.
Hermiz Ishaya decided to run for mayor to set an example for young people and highlight the importance of youth involvement in politics. Ishaya told the Silhouette that he is particularly concerned about the housing crisis, as well as the city’s infrastructure and roads.
Keanin Loomis, former president and CEO of Hamilton Chamber of Commerce, highlighted building a trustworthy and responsive City Hall, fostering economic growth and making Hamilton a safer and cleaner city as his main goals.
Michael Pattison, who previously ran for mayor in 2014 and 2018, is running in this election on a platform that prioritizes the housing crisis, affordable mental health initiatives, transparency in city spending and food insecurity.
City councillor candidates
Along with voting for Hamilton’s mayor, Hamilton residents will also be voting for city councillors. The majority of McMaster students reside in Ward 1, which has three candidates competing for the seat.
Ian MacPherson founded the Canadian Association of Pompe, an organization that lobbies the government to fund new treatments for Pompe. MacPherson’s priorities include environmental sustainability, road safety and addressing the housing crisis.
John Vail is a small business owner who has previously run for both city councillor and for the provincial Hamilton City Centre seat. His priorities include building transparency in city council, avoiding over-intensification and collaborating with the community.
Maureen Wilson was elected as Ward 1 city councillor in 2018 and is running again in this election. Her platform highlights key areas of priority, such as ensuring safer streets, addressing the housing crisis and investing in public spaces.
McMaster students are eligible to vote on election day, October 24, provided they have government-issued identification and proof of residency in Hamilton. More information on where to vote on election day can be found here.
With one week left before the municipal election, the MSU hosted a mayoral debate to inform students on their voting options
On Oct. 17 the MSU held a mayoral debate from 2 p.m. to 4 p.m. in the MUSC Atrium. Four mayoral candidates including Michael Pattinson, Ejaz Butt, Keanin Loomis and Solomon Ikhuiwu were present, with the five remaining mayoral candidates not in attendance. The debate was livestreamed and a recording of the debate can be found on the MSU Facebook page.
Candidates were allowed three-minute opening remarks and followed by a structured debate facilitated by MSU President Simranjeet Singh. Singh posed candidates questions on important issues in the election revolving around affordable housing, climate change, policing, public transportation and Hamilton’s new nuisance party bylaw.
All candidates in attendance were in support of the LRT and increasing support to ancillary services, including mental health resources and homeless shelters. When asked about policing, candidates debated the balance between supporting thin spread police resources in Waterdown and Ancaster and the discrimination minorities in Hamilton continue to experience.
Concerning safe, affordable housing, Loomis discussed his plan to build 50,000 homes in the next ten years by clearing red tape in city hall. He was challenged by Pattinson, who argued it is not enough to say red tape in city hall will be tackled. He claimed that 20,000 homes that had already been approved were not in progress yet and that the key to creating new housing was to ensure developers were not allowed to sit on purchased land after site approval.
When asked about how to tackle climate change in Hamilton there were also differing solutions. Loomis emphasized investing in green energy in a shift from Hamilton’s reputation as a steel town, whereas Pattinson focused on green, accessible public transportation in order to attract residents to Hamilton’s natural ecosystems.
In the closing statements, all candidates thanked students for attending the debate and Ikhuiwu urged students to carefully research candidates and exercise their right to vote. Loomis emphasized that the candidates he claimed were his main competitors, Bob Bratina and Andrea Horwath, were not present for the debate held on McMaster University’s campus.
On Oct. 18 an on-demand ballot was held in CIBC Hall from 10:00 a.m. to 7:00 p.m. for voters across all Hamilton wards. Canadian citizens living in Hamilton over the age of 18 were to vote in the municipal election so long as they were able to provide proof of residence.
If voters missed the Oct. 18 on-demand ballot, polls will be open to Ward 1 citizens at Glenwood Special Day School on Oct. 24 from 10 a.m. to 8 p.m among other locations. Loomis discusses Sewergate, developing a more responsive city hall and the importance of the student vote
The Silhouette sat down with Hamilton mayoral candidate Keanin Loomis to discuss his platform for the upcoming municipal election.
Loomis has been an active member of the Hamilton community through his involvement in Innovation Factory as chief operating officer and as president and CEO of Hamilton Chamber of Commerce.
Loomis was motivated to run for mayor after feeling that some issues were mishandled by the current governing body. Namely, the sewage leak in Cootes Paradise and the police response to violence at 2019 Hamilton Pride.
“One of the big things that motivated me to run was the dumping of sewage into the Cootes Paradise and its subsequent coverup. It just absolutely disgusted me. It was one of the reasons why I decided to step up, because we need better leadership in this community,” said Loomis.
Loomis discussed the main pillars of his campaign — rebuilding trust in city hall, growing Hamilton economically, enhancing responsiveness in city hall and focusing on a safer and cleaner city.
Loomis expressed there has been a shift in focus away from crucial issues and towards petty grievances in city hall, which he identified as a problem.
“Week after week after week, we're seeing embarrassing things happening at city hall and a lot of wasted energy focused on personalities . . . we needed better leadership in this community,” said Loomis
Loomis’ platform also includes a plan for furthering Hamilton’s economic development. Loomis plans to focus on affordability and accessibility for all citizens. Alongside this, he also discussed the need to take the city’s carbon footprint more seriously.
“I am going to be focused on creating a clean, safe and healthy Hamilton. For my kids, for equity seeking groups that might not feel safe here and for the environment as well,” said Loomis.
There will be a significant amount of turnover following this municipal election, as at least seven positions are being elected out of the 16 person political body, providing a unique opportunity for change. Loomis explained that this potential for reform is notable, especially regarding current challenges city hall has faced in staying focused on important issues.
“[I] want to make sure that very quickly I set the right tone and make it very clear that we are not going to continue to do things as city hall has over the last couple of decades. If we can get over that hump, I think that we'll be able to really get down to business and work on meeting our challenges and taking advantage of opportunities,” said Loomis.
Loomis also emphasized the importance of young people keeping informed on the election and casting their vote. McMaster students are directly impacted by the decisions the municipality makes and Loomis suggested that by developing a stronger understanding of these decisions and how they’re made, students will be sure to find something that motivates them to get to the polls and vote.
“If you can understand how all three levels of government impact you on a daily basis, you will be a generally more informed citizen and you will be motivated to have your say when the time comes to speak up,” said Loomis

Pattison has built his campaign on affordability, transparency and food insecurity
The Silhouette sat down with mayoral candidate Michael Pattison to reflect on his current campaign and the most pressing issues for the upcoming election.
Pattison is running as a mayoral candidate for the third time in his political career, having previously campaigned for the position in 2014 and 2018. He is running again this term to address issues involving affordability, transparency and food insecurity in the municipal government.
Affordability is the biggest point of Pattison’s platform. He discussed the importance of funding mental health initiatives as a key part of his affordability plan.
“The worse that our mental health slides down and the harder that finances get on people, I believe [that] is one of the biggest precursors for mental health [challenges]. When you are terrified of losing your home, not being able to eat or not being able to pay your bills — these things weigh on people so heavily on a common scale. Whether it is through more therapy or having different social meeting groups, [mental health initiatives] can help the overall city of Hamilton as a whole,” said Pattison.
As another key aspect of affordability, Pattison highlighted the importance of addressing the housing crisis in Hamilton.
“From a city perspective, my number one thing is: winter is coming. We have to have safe, secure spots for those that are homeless or are becoming homeless or we're going to then have a death issue on our hands,” said Pattison.
Pattison also advocated for transparency in city spending. Discussing the allocation of funds from residential taxes, Pattison claimed the largest allocation is towards an unknown department listed as “other” in the 2021 tax distribution report.
“When you go through the city budgets, they give you an average residential tax rate and they break it down by department. And if you were to look, you'll see where social services comes in, you'll see where education comes in, policing, and things like that, but yet the largest piece of the pie is just listed as ‘other’. And after going through line by line of our overall budget, I am yet to figure out what the ‘other’ is,” said Pattison.
However, the City of Hamilton’s annual tax dollar distribution chart only mentions “other” for other city services. After reaching out to city hall, other city services was explained to encompass the capital levy, where tax dollars are used to finance capital projects for all city programs and services, as well as smaller dollar value city services. Additionally, policing services were found to be the largest allocation, followed by education services, and then other city services.
The third main issue in Pattison’s platform is the importance of food security for Hamiltonians, similar to his platform in 2018, due to increased rates of food insecurity across Hamilton.
“We're going to come into a food crunch. I believe that this winter is going to be a very unfulfilling time for people . . . We've done nothing as a city to work on our food security issues. Even dealing with local farmers, we haven't put anything in place. We haven't helped them with green housing, we haven't done anything to come up with a local supply of guaranteed food,” said Pattison.
When asked about the potential challenges of mayorship, Pattison foresaw the learning curve that comes with the position as the biggest hurdle.
“A mayor basically has three distinct roles and mastering those three roles is something that I'm game for. I have the ability to maintain all three levels: within city council, you're basically a moderator; within the city executive, you're the CEO and in the public, you need to be a role model. So, trying to master those three, coming from just a blue-collar background that was just born and raised in this city,” said Pattison.
Addressing the McMaster University community, Pattison wanted students to become more engaged with the election and municipal government.
“I believe that you're our future leaders. And you know, it's the choices that are made today that set up tomorrow. You guys are the future and you need to be involved now. If you're not involved now, then you're going to let old coots make all the decisions; they're going to be detrimental. Whereas the fresh new ideas, the fresh new perspectives on life, give me different perspectives that we don't see in our lifetime,” said Pattison.

The former leader of Ontario’s NDP, Horwath is running for mayor of Hamilton with an action plan to address long-standing issues in the city
The Silhouette sat down with mayoral candidate Andrea Horwath to discuss her current campaign and the most pressing issues for the 2022 Hamilton municipal election.
Horwath has a long political resume that starts with her position as Hamilton’s Ward 2 city councillor from 1997 to 2004. Then, in 2009 she was elected as leader of Ontario’s New Democratic Party, a position she held until 2022 when she stepped down and declared her intention to run for mayor of Hamilton.
“I had been the leader [of the Ontario NDP] for 13 years and I felt like it was time to pass the torch. I had done a lot of hard work. I was very proud of the work that I had done but there comes a time that you know that your leadership needs to be passed onto somebody else,” said Horwath.
Horwath’s platform addresses the issues Hamilton faces at length with her action plan that looks at making Hamilton a great place to live, work and raise a family. Horwath’s action plan includes increasing the affordability of Hamilton by working on the “missing middle” housing needed in Hamilton and creating a diverse economy by fostering film and agricultural sectors while collaborating with McMaster University and Mohawk College.
“We have to make sure people coming out of university can not only afford to live in our city, but there are opportunities for them. And that’s one of the other pieces that I speak to in my action plan. Let’s make sure that we are creating a vibrant economy that prioritizes people’s ability to make Hamilton their home,” said Horwath.
Horwath’s platform also pushes for better transportation by addressing the $2.3 billion infrastructure backlog of roads and sewers, as well as increasing HSR services in frequency and neighbourhoods public transit reaches. She spoke about denser development in Hamilton’s existing wards in order to halt urban sprawl and the expansion of Hamilton’s urban boundary. A large expansion of Hamilton’s urban boundary was voted against in a city council vote last November.
“We have some parts of our city that have no service whatsoever. People have no choice but to jump into a car and we need to turn that around,” said Horwath.
In addition to pushing for public transportation, Horwath’s platform focuses on how green livable neighbourhoods will be promoted using multiple strategies. Her action plan pledges to follow Hamilton’s Urban Forest Strategy for better urban forests and continue Hamilton’s Urban Indigenous Strategy under Indigenous leadership. Horwath also emphasized the importance of being transparent in progress made in the Climate Change Action Plan to reach net zero greenhouse gas emissions by 2050.
Following the pollution of Chedoke Creek, Horwath says that the city needs to rebuild trust with the public.
“I think that one of the really disappointing, not even disappointing, outrageous things that we've all been dealing with was the sewage leak into Cootes Paradise and that's unacceptable. Not only the fact that it happened, that it was going on for so many years, but the lack of transparency around how people found out about it. It's really about trust,” said Horwath.
Horwath spoke optimistically about the future of Hamilton and how she hoped to bring her experience to the position of mayor of Hamilton.
“I think Hamilton’s poised for a really great future. There’s so many amazing things happening. I just want to be able to use the experience, the knowledge, the networks, the capacity that I’ve built to help our city realize its potential,” said Horwath.
Horwath reminisced on her time at McMaster as a labour studies student and explained why she believes McMaster students should vote in Hamilton’s municipal election.
“What I would hope is that by engaging in what's happening at the municipal level, people who are attending McMaster University can learn more about what a great city this is,” said Horwath.

Mayoral candidate Hermiz Ishaya discusses the housing crisis, the importance of the youth vote and his experience as the youngest mayoral candidate
The Silhouette sat down with mayoral candidate Hermiz Ishaya to discuss his platform and experience running in the upcoming municipal election.
At 21 years old, Ishaya is the youngest candidate in the mayoral race. He described himself as being eager for change in the city and optimistic about the abilities of young people to make a difference.
Ishaya identified housing as a key issue in this election and a key component of his platform. He expressed frustration at how difficult it has become to buy a house in Hamilton, particularly for young people.
“In my opinion we should be building more houses. We have free space in the city and we can build more houses. By building more houses, we can decrease the prices of houses. We can also decrease the price of rent, because if there's more supply, there will be less demand,” said Ishaya.
According to a 2021 study by the Smart Prosperity institute at the University of Ottawa, Hamilton will need to build 52,400 more homes by 2031 in order to successfully mitigate the current housing crisis.
Lack of supply is also only one aspect of Hamilton’s ongoing housing crisis; other issues at play include gaps in tenants’ rights, gentrification and systemic inequalities.
Beyond housing, Ishaya discussed his desire to build better infrastructure and roads, to invest in family businesses and to get more young people involved in politics.
In their article about the mayoral candidates, CBC Hamilton detailed Ishaya’s plan to build more bike lanes and trails, highlighting the affordability of biking as a mode of transportation.
Ishaya also expressed a desire to act as a positive role model for young people.
“I decided to run for mayor because I've always really been attracted to politics and I decided [that] I wanted to be an example for younger people. I wanted to show younger people that anything is possible if you put your mind to it,” said Ishaya.
Ishaya urged young people to continue to involve themselves in politics, encouraging them not just to vote but also to consider running in elections as well.
“Young people need to be really involved because it's their future as well. They're the ones that are going to be paying mortgages in a few years. They're the ones that are going to [have] a high amount of debt, so of course, they have to be worried about [politics],” said Ishaya.
Ishaya has been doing the majority of his campaigning on his Twitter. He also stated that he and his team were working on a website; however, as of the publication of this article, the website does not yet appear to exist.

A fortunate update on the transportation project haunted by political chicanery

A RECAP FROM LAST YEAR
We last wrote about the state of the Hamilton light-rail transit system project on Jan. 23, 2020. The proposed project involved the construction of an LRT line, extending from McMaster University to Eastgate Square along the Hamilton Street Railway B-line.
However, on Dec. 16, 2019, the Minister of Transportation Caroline Mulroney informed Fred Eisenberger, the mayor of Hamilton, that the provincial government had decided to cancel plans for the project.
The reasoning behind this cancellation was that the project would have cost over five times more than the previous Kathleen Wynne provincial government had implied. Eisenberger considered this a betrayal on the part of Premier Doug Ford and the Ontario provincial government.
The estimated cost for the Hamilton LRT project was revealed to range from $4.6 billion to $6.5 billion in a meeting between the Ministry of Transportation and the city of Hamilton. This is approximately five times that of the initial $1 billion Wynne promised Hamilton in May 2015 for the project.
The cost was later set at $5.5 billion, without any cost breakdown. According to a statement from Mulroney on Dec. 16, the estimated costs originated from a report by an unnamed expert third party. Kris Jacobson, then director of the LRT project office, noted that without context, the estimate from the provincial government was impossible to interpret and verify.
Andrea Horwath, NDP member of provincial parliament for Hamilton-Centre and leader of the official opposition, called onFord to reveal the third-party’s cost estimate. On Dec. 18, 2019, Horwath sent a letter to the auditor general of Ontario, Bonnie Lysyk, requesting an investigation and report of the rationale behind the LRT cost estimates provided to the public. The Auditor General’s report on the Hamilton LRT costs was set to be released by the end of 2020.
Despite the cancellation of the Hamilton LRT project, it was decided the initial $1 billion commitment from Wynne’s provincial government would be used for transportation in Hamilton, with the total funding being diverted to different infrastructure.
Exactly what infrastructure would be funded by the $1 billion would be at the discretion of a newly formed Hamilton transportation task force. Comprised of five respectable people who reside within the city, the task force was responsible for creating a list of transportation projects for the ministry of transportation to consider as alternatives to the LRT.
This list was due to the provincial government by the end of February 2020. Despite the cancellation of the LRT project and the creation of a task force to plan the diversion of the allocated funding to other projects, Eisenberger remained committed to the construction of the LRT.
WHAT NOW?
More than a year later and the situation has greatly evolved. The Hamilton transportation task force made its recommendations on the allocation of the $1 billion granted to Hamilton by the Wynne government to the ministry of transportation on March 16, 2020. Mulroney later made the recommendations public for the sake of transparency.
“So basically it wasn’t an announcement per se, it was the province of Ontario following up. They said they would do an audit, they did an audit, they did a task force, the task force came back and said that higher-order transit was necessary for the city of Hamilton,” said Eisenberger.
The task force made a total of 15 recommendations. Some of the recommendations included: a "higher-order" transit system and an "intra-city" bus rapid transit or light-rail transit system along the A or B lines in Hamilton. This would resemble the previously cancelled project.
LRT or BRT, the report said, would reduce congestion, bring economic uplift, thus bringing substantial benefit to the residents and businesses of Hamilton. This indicated the task force was still in favour of the Hamilton LRT project and recommended the province reach out to the federal government to acquire the funding required for the LRT project.
This recommendation came after Eisenberger spoke to Prime Minister Justin Trudeau in a visit to Ottawa prior to March 2020 about the Hamilton LRT. According to Eisenberger, the federal government was willing to fund the Hamilton LRT project, but the provincial government had to officially ask for the funds.
“That task forced looked at all the transportation options and came back with the same conclusion that higher order transit was necessary for the city of Hamilton. It was the best investment and it was certainly aligned to LRT and since then, the Premier on several occasions, has came to make sure that Hamilton gets the appropriate investment in transportation and LRT is the one that he’s been advocating for,” said Eisenberger.
This turn of events indicated a sentiment towards revisiting the Hamilton LRT project. With that said, there were other recommendations in the Hamilton transportation task force report, including a cost estimate around all-day GO service. The recommendations from the task force were welcomed by Eisenberger as an indication the LRT project was still on the table.
The awaited auditor general’s report on the breakdown of the $5.5 billion estimate for the Hamilton LRT project was released on Dec. 7 2020. Lysyk determined that the original $1 billion commitment from the provincial government only covered the costs of construction and was based on a 2012 Environmental Project Report from the City of Hamilton.
Lysyk concluded in her report that the $5.5 billion estimate that led to Mulroney cancelling the LRT project was a more accurate estimate for the total costs of the project. Although Ford welcomed this news as vindication for his government, the auditor general’s report indicated that the city of Hamilton was misled on the actual costs of the LRT for years.
“The Ministry of Transportation was aware as early as December 2016 that the estimated costs for the project were significantly higher than its public commitment of $1 billion in 2015, which was only for construction costs. The increases were not made public or communicated to the City of Hamilton until fall of 2019,” said Lysysk in the report.
According to Eisenberger, the city of Hamilton and the province of Ontario have a signed memorandum of understanding which outlines how the project will proceed. In the event of budget constraint, it is documented that the provincial government would lobby at the federal level to gain more funding for the project.
“[The city’s] level of involvement is not at the highest order, but certainly awareness as to what direction [the province is] going [in] . . . So true to that original [memorandum of understanding], [the provincial government is] following up with the federal government and as I understand it, they are warmly received. Now it’s a matter of discussions on who’s going to contribute what,” explained Eisenberger.
While the project is now set to conclude at Gage Park, Eisenberger plans to continue the project in phases.
“We’re not going to be tearing up everything from Eastgate to McMaster,” emphasized Eisenberger.
Currently there is no estimated time as to when the project will be completed. However, the mayor is looking forward to the benefits that the project will bring.
“The whole idea behind this project was to inspire new opportunities, to inspire new development, to inspire more people coming along that corridor to provide more business opportunities. More shops, more stores and more housing,” said Eisenberger.

cw: homophobia, physical violence, white supremacy, religious extremism
The annual Hamilton Pride event held on June 24, 2006 was interrupted midway by a group of homophobic soccer fans. The soccer fans allegedly swore and spat on those marching in the parade, but the Hamilton police were quick to respond, forming a barrier between the fans and the parade participants.
At the time, Lyla Miklos, a Hamilton-based activist, creative and journalist, was a board member of the Hamilton Pride committee. She was also one of many who marched in the pride parade—an experience she detailed thirteen years later in a deputation to the Hamilton police services board on July 18, 2019.
The deputation came a month after a hate group violently interrupted the 2019 Hamilton Pride event. A video from the scene shows a snippet of the commotion, which occurred in the middle of Gage Park and away from Pride festivities.
Anti-pride demonstrators gathered at the event, shouting homophobic and white nationalist rhetoric. The video appears to show a religious group holding signs with phrases from the Bible and accusing Pride participants of perpetuating “sin”.
Another group is shown attempting to protect Pride-goers from the anti-pride demonstrators, trying to erect a black curtain to cover the anti-pride group and their signs.
Eventually, the confrontations escalated to punching, grabbing and choking, with one of the disruptors hitting pride-goers in the face with a motorcycle helmet.
In the aftermath, the Pride Hamilton board of directors published a statement saying that the situation would not have escalated to such a violent degree had the police responded sooner.
The statement also discusses Pride Hamilton’s multiple attempts to explain to the police that a similar protest happened during Pride 2018 and that they expected the number of protestors to escalate for 2019.
Nevertheless, Miklos’ deputation from July 18, 2019 points out the differences in police responsiveness between the 2006 and 2019 Pride events.
“. . . I am puzzled as to why the [Hamilton] police were unable to mobilize themselves in the same way [they did in the 2006 Pride parade] at Gage Park for Hamilton Pride in 2019, especially since they knew in advance that there was a threat,” she said.
Pride Hamilton’s statement also touches upon the relationship between the Hamilton Police Services and the local queer community.
“There have been long-standing issues between the 2SLGBTQIA+ community and Hamilton Police Services that remain unresolved. We feel that this was an opportunity for police to demonstrate that they were there to protect and act in solidarity with the community,” said Pride Hamilton’s statement.
However, not all members of the 2SLGBTQIA+ community believe that increasing police responsiveness is the answer. A June 2019 study from McMaster’s department of labour studies surveyed 900 members of Hamilton’s queer community. Approximately one third of respondents stated that they had been treated unjustly by police, and transgender respondents were more likely to report unfair treatment.
Some recount the events of Hamilton Pride as an example of the 2SLGBTQIA+ community coming together to defend themselves.
Indeed, the protest at the Pride event is only one part of the fraught history between the city of Hamilton and the members of its local queer community.
Since 2005, Marc Lemire has been working as IT network analyst for the city of Hamilton. From 1995 to 2005, Lemire ran Heritage Front, a now defunct neo-Nazi white supremacist organization. He was also the webmaster of the Freedom Site, which hosted the websites of several Canadian anti-Semitic organizations.
In an email to CBC News, however, Lemire denied being either a white supremacist or a neo-Nazi. Despite Lemire’s claims, when Lemire’s appointment and history became public knowledge in May 2019, the Hamilton LGBTQ advisory group responded by stating in a motion that with the city allowing Lemire to work for and with them, it had failed to show solidarity with the marginalized communities in Hamilton. According to the LGBTQ advisory group, Lemire’s employment threatens the safety of city staff and volunteers that belong to these communities.
The advisory group is also protesting a police services board appointment from April 2019, which it believes was a missed opportunity to appoint someone who was part of a marginalized community instead of another of the white, straight men that comprise a majority of the current board.
Another criticism from the advisory group is that the city didn’t implement a transgender and gender non-conforming protocol as quickly as they should have. The protocol was established three years after an incident in 2014 that sparked an Ontario Human Rights tribunal settlement. The advisory group also alleged that the committee behind the protocol was chosen by the city arbitrarily, without careful regard of who would best serve the intentions of the protocol.
In consideration of all this, the advisory group declared that since the city has failed to demonstrate solidarity with the 2SLGBTQIA+ community in Hamilton, it didn’t want the city to fly flags in honour of Hamilton Pride 2019. However, on May 30, 2019, rather than adhering to the advisory group’s request, city officials still chose to fly flags symbolic of Pride and the transgender community — only without hosting a flag-raising ceremony, in an attempt to reach a compromise between the city’s plans and the advisory group’s request.
In a CBC article from the time, Mayor Fred Eisenberger insisted on flying the flag, citing that one advisory group does not represent the entirety of the LGBTQ community.
“There’s a much broader audience out there, including our own staff,” he said.
Cameron Kroetsch, chair of the LGBTQ advisory committee, acknowledges that some 2SLGBTQIA+ residents might have wanted a ceremony and that people would have felt differently about the flag-raising.
“It’s a powerful symbol, and you can’t perfectly represent everybody,” he said.
Less than a month after this, on June 15, 2019, the 2019 Hamilton Pride event was interrupted by a hateful protest, and tensions between the city of Hamilton and the local queer community came to a boil.
Mayor Fred Eisenberger tweeted his reaction to the Pride incident, “I am disappointed with the events that transpired at yesterday’s Hamilton’s PRIDE celebration at Gage Park. Hate speech and acts of violence have no place in the City of Hamilton. We are committed to being a Hamilton For All where everyone feels safe and welcome.”
However, the mayor’s intentions did not bring any positive impact for the remainder of the year.
On June 18, 2019, a community conversation regarding Hamilton’s 2SLGBTQIA+ residents ended in a heated discussion about the lack of effort from Hamilton police in keeping Pride participants safe.
On June 22, 2019, in an outcry against the arrest of Cedar Hopperton, an anarchist activist charged with alleged parole violations following the Pride incident, protesters marched from the Hamilton police headquarters in Barton Jail, where Hopperton was detained. Hopperton, a prominent member of the Hamilton queer community, was the first arrest made following the Pride protest. This drew questions and criticism, as videos of the June 15 incident also showed at least two alt-right protesters committing violence against participants of Hamilton Pride. Hopperton’s supporters also argued that Hopperton was acting in defense of the community while the Hamilton Police failed to arrive at the scene in a timely manner.

On July 12, 2019, around two dozen members of Hamilton’s 2SLGBTQIA+ community, alongside allies, set up an encampment at Hamilton city hall in protest of the Hamilton police’s alleged failure to stand in support and in assistance to the city’s marginalized communities.
On Aug. 27, 2019, the Hamilton police expressed the desire to improve their relationship with the city’s 2SLGBTQIA+ community. Jackie Penman, the spokesperson for the Hamilton police, claimed that the police’s goal was to identify what should be done to reestablish communication between the Hamilton queer community and the police.
Nevertheless, a month after this, on Sept. 10, 2019, Chief Eric Girt of the Hamilton police makes homophobic and transphobic comments on the Bill Kelly show. One month later on Oct. 10, 2019, the police board denied a request from Kroetsch from the city’s LGBTQ advisory committee to provide a deputation to the board, claiming that Kroetsch wanted to speak about city issues and not police ones.
When asked about where the police should start with repairing its fractured relationship with the Hamilton queer community, Kroetsch points out that the work behind this has already been done by many kinds of groups long before 2019.
“The chief quite clearly stated that he knew what the issues were. So I think the start has to be … getting a plan from the City of Hamilton, getting a plan from city police to talk about what they’re planning to do now … What can you do, what are you able to do, how are you able to participate in this conversation marginalised communities have been asking you for decades?” said Kroetsch.
He also spotlights the frustration felt by many members of marginalised communities, who have already done a lot of talking and who have to relive traumatic experiences in sharing their accounts with others. Kroetsch says that he does not see a plan coming forward from any civic leaders that truly take into account what marginalised individuals are telling them.
In a similar vein, Miklos criticizes the constant defensiveness from the mayor and the chief of police. She calls for more compassion and urges the mayor to do something more helpful than simply showing up at cultural events.
Regarding the future of the city’s relationship with the local 2SLGBTQIA+ community, Kroestch said that it is up to the city, including the police, to listen and engaged with the right folks.
“There’s a lot of awkwardness there and uncomfortability, and they have to find a way to work through that for themselves, and work through what it means to engage with marginalised communities … And that’s really the start of the work and I think it’s a long road for that. But the sooner they get down that road, the better,” said Kroetsch.

On Dec. 16, 2019, Minister of Transportation Caroline Mulroney informed Fred Eisenberger, the mayor of Hamilton, that the provincial government had decided to cancel plans for Hamilton’s light-rail transit system, which was set to begin construction in 2020. After Mulroney called for a press conference to deliver the cancellation news in Hamilton, she cancelled it due to safety concerns linked to the large crowd that had gathered for her announcement. Instead, Mulroney issued a statement and cited impractical costs as the reason for the LRT’s cancellation.
“. . . The [LRT] project will actually cost five times more than the previous [provincial] government led us all to believe,” said Mulroney in her statement.
The proposed corridor was set to extend from McMaster to Eastgate Square, amounting to a new 14 km system.
THE MEETING
Prior to this termination, Eisenberger says that the provincial government had given no indication that the project would be cancelled or that a press conference was to be called [on Dec. 16, 2019]. He also claims that on April 10, 2019, Premier Doug Ford had sent Jeff Yurek, the previous Minister of Transportation, to Hamilton to confirm that the provincial government would support the LRT’s construction.
Eisenberger considers Ford’s failure to follow through a betrayal.
“You said Nov. 28, 2018: ‘When people democratically elect someone, if he wants an LRT, he’s gonna get an LRT,’ adding ‘that’s democracy,’” said Eisenberger in an open letter to the office of the Premier.
THE COST
In May 2015, Premier Wynne promised the city of Hamilton $1 billion to fund capital costs of the LRT project. In September 2019, a meeting between the Ministry of Transportation and Hamilton revealed that the preliminary project budget for the LRT, including both capital and non-capital costs, ranged from $4.6 billion to $6.5 billion. The provincial government sent a new estimate to Eisenberger days before the Dec. 16 press conference; this new estimate puts project costs at $5.5 billion.
Eisenberger and his team had questions regarding the new Dec. 12 estimate, which they never had a chance to raise.
According to Mulroney’s Dec. 16 statement, the $5.5 billion estimate came from a report by an “expert third party”.
Kris Jacobson, director of the LRT project office, broke down the difference between capital and non-capital costs. Hamilton has a memorandum of agreement with the provincial agency Metrolinx, where the province is responsible for upfront capital costs. This includes lifecycle costs for the LRT system, such as from construction, purchasing trains and replacing tracks. On the other hand, Hamilton would have been responsible for non-capital costs, such as day-to-day operations and general maintenance of the corridor and stations.
Jacobson noted that without any context, the provincial government’s $5.5 billion estimate is impossible to interpret and verify.
“There’s a lot of options and methodology that are used to develop these numbers that we don’t know . . . so to us, they’re just numbers,” said Jacobson.
THE REACTION
Andrea Horwath, the Member of Provincial Parliament for Hamilton-Centre and leader of the official opposition, held a press conference at Redchurch Café + Gallery, a business along the proposed LRT route. She called on Premier Ford to come forward with the third-party’s detailed cost estimate.
“The bottom line is Mr. Ford’s making up the numbers to justify this cut. So, show us the numbers, show us the report and give us an apples to apples comparison with the other projects that are ongoing right now in our province,” said Horwath.
The Hamilton LRT was estimated to cost $5.5 billion for the 14 kilometre corridor. Similar projects in other jurisdictions include the Hurontario LRT in Mississauga, which is estimated to cost $1.6 billion for an 18 kilometer corridor; the Eglinton Crosstown LRT, which is estimated to cost $12 billion for a 19 kilometre corridor, 10 kilometres of which are underground; and the ION LRT expansion in Cambridge, which is estimated to cost $1.4 billion with an 18 kilometre corridor. All of these projects have gone over their original cost estimates. Yet they continue to receive provincial funding.
Horwath highlighted that Metrolinx has spent taxpayer money buying land and creating documents necessary for the procurement process. Metrolinx is now in possession of the stretch of land that would have been the LRT.
Horwath also publicly criticized Donna Skelly, the Member of Provincial Parliament for Flamborough-Glanbrook and the only Progressive Conservative elected in Hamilton.
“There’s no doubt [Skelly] didn’t support [the LRT] as a city councillor, but as I said that’s not the will of the people of [Hamilton]. They voted for a pro-LRT mayor and Ms. Skelly . . . Mr. Ford should respect the right of our municipality to plan its own future and to determine what transportation infrastructure is the best for Hamilton,” said Horwath.
On. Dec. 18, Horwath sent a letter to the Auditor General of Ontario, Bonnie Lysyk requesting the office investigates the rationale behind the LRT cost estimates provided to the public under the Liberal and Provincial Conservative governments.
“The public deserves to receive honest and reasonable cost estimates when assessing the value of public transit projects that cost billions of dollars,” wrote Horwath.
In her reply, Lysyk stated that, as part of an ongoing audit, her office is currently examining Metrolinx. She also declared that she would examine cost estimates for projects such as the LRT.
According to Skelly, the Auditor General’s report will likely be released by the end of 2020.
THE REASONING
For Skelly and her government, the cost was too prohibitive, not only for the province but also for municipal taxpayers. Evidence for this claim is limited to Mulroney’s Dec. 16 statement, in which she claims that, over the 30 year lifespan of the LRT project, taxpayers would have paid $1 billion.
According to Skelly, the provincial government believes the previous Wynne Liberal government was aware that the LRT could not be built for the $1 billion promise, but had informed neither the mayor nor city council.
“I see it as a smart and responsible decision because my priority, and the priority of our government, is to ensure that we respect taxpayers and their hard earned dollars, and money was being spent on a project that should never ever have seen the light of day,” said Skelly in response to the Mayor calling the LRT cancellation a “personal betrayal.”
THE OUTLOOK
The provincial government’s initial $1 billion commitment to the LRT project will be diverted towards Hamilton’s transportation infrastructure.
Skelly believes the commitment provides an incredible opportunity towards the city, specifically when examining the Hamilton Street Railway bus system.
While $1 billion is not enough to finish the LRT, it will be up to the Hamilton Transportation Task Force to determine where this funding should be allocated.
This task force will be comprised of five non-politically affiliated community members, four of which will be decided by the province and one by the city of Hamilton. Their primary role will be to create a list of transportation projects for the Ministry to consider as viable alternatives to the LRT, due by the end of February 2020.
It has been suggested that the Laborers International Union of North America, a pro-LRT labour union, will be involved in some capacity.
Mayor Eisenberger remains committed to the LRT and continues to urge the provincial government to reconsider their decision.
“I’m hopeful but not confident that [the project will be reinstated], but we’ll do everything we can to try to set that kind of change,” said Eisenberger.
Jacobson and his team leading the LRT project also do not see this as the end.
“Who knows what the future holds for LRT in Hamilton . . . here is a commitment to funding transportation and transit improvements in Hamilton, which is a positive. So there is something that’s going to come from this. What is it? That still needs to be determined,” said Jacobson.
The state of transportation in Hamilton will remain in the air until the task force reports to the Minister of Transportation.
The Silhouette reached out to Minister of Transportation Caroline Mulroney for an interview about the Hamilton LRT project being cancelled, but the Minister declined our request.
