The new course is the first phase of the McMaster Indigenous Research Institute’s Prison Education Project

The Silhouette sat down with Savage Bear, Director of the McMaster Indigenous Research Institute, to discuss her new course set to start in January 2023 taught at the Grand Valley Institution for Women in Kitchener.  

The new course is part of the Walls to Bridges National Program where Bear sits as co-director. The program aims to implement post-secondary education in prisons and jails nationwide, offering classes that both incarcerated and non-incarcerated students can attend. The program values dismantling stigmas and creating collaborative spaces for incarcerated students.

Working with the Edmonton Institution for Women, Bear and her team implemented the Walls to Bridges program during her time as an assistant professor at the Faculty of Native Studies and Department of Women and Gender Studies at the University of Alberta. She made continuing her work of implementing post-secondary education in prisons a priority when appointed as the director of McMaster’s Indigenous Research Institute in July 2021.

Bear described the course as covering historical Indigenous tragedies and how communities preserved their cultures and traditions. 

“We are looking at Indigenous peoples who have resisted and subverted colonial policies, and legislation like the Indian Act — all those types of oppressive structures that pushed back against them historically... We have to recognize that Indigenous people were never passive participants in these colonial structures. They fought back in brilliant and courageous ways,” said Bear. 

Bear and co-facilitator, Sara Howdle will facilitate the course with group discussions and group projects between incarcerated and non-incarcerated students. She characterized incarcerated students that register for courses as eager with an appetite to learn. 

“I've rarely come across a university class where all the students do all the readings all the time. My incarcerated students have an incredible thirst for knowledge. They make notes of what they liked and didn't like about the articles.  Hands down they're some of the most critical thinkers I've ever come across in my entire teaching career. It is such a pleasure to have such engaged and thoughtful minds in the class,” said Bear. 

The Walls to Bridges Program is the first of a three-tier plan for the McMaster Indigenous Research Institute’s Prison Education Project. The second tier involves support for post-incarceration students living in transition houses to attend courses on campus for either a credit or an audit. Tier three is a mentorship program that provides supports to formerly incarcerated people to apply for university. Bear described the project as a pipeline for incarcerated people, from prison to transition housing to post-secondary education. 

Bear highlighted the value of this unique course setting and structure as life-changing for university students. 

“It is a life-changing course. It is something you rarely come across in your life. Walls to Bridges has been like that for students since its inception 11 years ago. If you want a dynamic course that's going to challenge you, make you uncomfortable, but be incredibly rewarding, then this is the course for you,” said Bear. 

Applications for McMaster students to register for the class are due Nov 15th.

On Sept. 27, I saw something wonderful. In the 10 minute drive from my house to the Oakville GO station on Friday, I saw a class walking the streets with their teachers holding signs up. I saw a group of four high school students at a bus shelter farther down the road, brandishing large signs with phrases like “don’t be a fossil fool” and “I’m skipping lessons so I can teach you one”.

That morning, I made my way down to Queen’s Park in Toronto. I, unfortunately, could not stay for the climate march. But I chanted and stood with those near Queen’s Park station for as long as I could. Anyone who knows me knows that I’ve been concerned about climate change for years. Those who know me best know that I’ve given up hope more than once. It was incredible to know that I was standing with just a small proportion of the millions of people marching around the world. There have been climate strikes and marches before, I have even attended a few of them. Eventually, though, I always ended up feeling defeated. For once, it felt like this time was different. 

So, to all of you reading, let this time be different. Our climate emergency is no longer a problem that can be solved by our actions as individuals. We need the governments of the world to stand with us and to implement policies that will curb greenhouse gas emissions on a global scale and at an unprecedented rate. This isn’t an easy task, and it’s one that we certainly will not accomplish through one day of marching and striking in the streets. There are two things we need to do if we want these strikes to mean something.

First and foremost, we need to keep marching. The next time you hear about a climate protest, march, rally or strike, go to it. Don’t second-guess it, just do it. It doesn’t matter if there are another 500,000 people there and it doesn’t matter if there are just five. Most importantly, it doesn’t matter who you are. Whether or not you have contributed so far to this cause, we need you. We need your activism. We need to see you in the streets, to hear you in the media and to help keep our politicians watching us. Keep the momentum going and scream as loud as you can. 

The second thing is equally as important: you need to vote. Marching, screaming and getting our politicians to see what we want is meaningless unless we can hold them to it. If we don’t vote, they don’t have to listen to us. It is imperative that we show them that we have the power and that we will not allow them to sit idly while the Earth burns. Register to vote, right now (I’ll even give you the link - www.elections.ca). In October, show up to the polls. Don’t just make your voice heard, make it count

The marches on Sept. 27, 2019 were incredible. This wasn’t the first time I’ve felt that kind of hope, but I think this time it might not fail me. 

This is my plea to you. Let this time be different.

The Campus Store will no longer be selling single-use plastic bags in an effort to make McMaster University more sustainable.

According to Donna Shapiro, the campus store director, the store was selling over 20,000 plastic or tote bags each year. 

“We look at the waste on campus and we look at the plastic bags. Those bags are heavy duty plastic bags. We’re not talking about Walmart plastic bags, because they have to hold textbooks,” said Shapiro. 

The Campus Store has previously taken measures to reduce the environmental impact of bag sales in the past, charging 15 cents per plastic bag. While the initiative failed to reduce plastic bag sales, it prompted the store to look into other more sustainable alternatives. 

Louise Walker, the sales floor manager at the Campus Store, said it took their team a long time to evaluate alternatives such as paper or compostable bags. Each time they pursued an option in hopes that it would pose a solution, she said, they realized that it was much worse than plastic. 

Eventually, she reached out to the university and got into contact with Kate Whalen. Whalen is the former developer and manager of McMaster’s office of sustainability as well as the current senior manager of academic sustainability programs at the university. 

While many at the Campus Store supported the elimination of single-use plastic bags, they also considered student needs. 

“I think my biggest concern was that the thought of a customer coming here and not being able to put their items in [a bag]. So Kate [Whalen] helped us think about the donation bin, where we could take donation plastic bags,” explained Shapiro. 

The donation bin encourages shoppers to bring their own bag. If customers do not have their own bags, they can reuse a donated plastic bag or purchase a water resistant tote bag for 75 cents. 

“The goal is not to sell the bag — the goal is for students to bring a backpack, their own recyclable bag or to carry it in their hands,” emphasized Walker. 

The campaign, called “Maroon is the New Green,” launched on Aug. 24. The initiative is the first of many steps the Campus Store intends to take to make McMaster more sustainable, according to Walker.

“We’re looking at changing a mindset. People are used to bringing their bags to the grocery store but they’re not used to bringing their bags here,” said Walker. 

The Campus Store’s remaining plastic bags, as well as bags donated by the store’s staff have been filtered into the donation box. 

The store’s green team, a group of staff interested in supporting more sustainable practices, is now working closely with a group of students in the SUSTAIN 3S03 course to raise awareness of the campaign and continue to help the store look at greener alternatives. 

The Campus Store is already looking at what reusability could look like in the future. They are working with student groups to create more sustainable products, such as washable cutlery sets and stainless steel straws. 

“It fulfills two things: it’s a student entrepreneur we will be supporting, but also they are reusable materials,” said Shapiro. 

She added that the Campus Store is always open to feedback about how they are able to improve a process. Students are encouraged to provide feedback to the Campus Store regarding their green initiatives at [email protected].

From the Student Representative Assembly requiring a survivor to disclose their assault in order for the removal of a perpetrator on the assembly to news of rampant sexual assault within the McMaster Students Union Maroons, this past year has been filled with controversy.

Given the events of this year, and what has occurred in the past, it is shocking that the MSU lacks a formal human resources department.

HR departments exist to deal with workplace disputes and ultimately ensure that employees are aware of their rights as minimally outlined by the Ontario Employment Standards Act. This includes the creation, implementation and enforcement of policies and structures that support employee rights like formal complaint structures and disciplinary policies.

Currently, the only HR presence that exists within the MSU is through the operations coordinator, Maddison Hampel. Though Hampel has formalized HR training and experience, her role does not allow her to adequately support all HR functions of the MSU.

Unfortunately, the only HR-focused training for student employees ends at the mandatory online workplace health and safety training modules that all employees of McMaster University are required to complete.

The majority of student employees, myself included, have never even been formally introduced to Hampel or made aware of our employment rights during our training sessions.

If we had a formal HR department, it is extremely likely that the Maroons sexual assault allegations would have been dealt with appropriately.

In fact, with a proper HR department, policies for sexual assault and workplace harassment would likely already be in place, and be created by individuals with the expertise to do so.

A formal HR department could also allow for better and more comprehensive hiring practices wherein individuals who were previously reported to the department are properly dealt with and not re-hired for other positions within the MSU, a consistent problem of the institution.

At the very least, an HR department that is independent of the MSU could allow student workers to feel comfortable reporting any issues. As it stands, I report my workplace issues to my direct supervisors, but this gets complicated if my concerns are about individuals in positions of power.

An HR department can ensure supervisors are accountable for their actions and held to an expected level of professionalism.   

Josh Marando, president-elect of the MSU for the 2019-2020 year, has acknowledged that the lack of a formal HR department is an issue. One of his platform points is to restructure the internal operations of the MSU.

According to his #BuildTogether platform, he plans to divide the current full-time staff position of operations coordinator to create a specific HR coordinator who is independent from the board.

While the operations coordinator’s role would be shifted to focus largely on supporting clubs and internal operations, the proposed HR coordinator is meant to “support our students through connecting with university programs that have a focus on equity and anti-discrimination.”

Though creation of an independent HR coordinator is an important first step, it is not enough. The MSU is comprised of over 40 full-time permanent staff and 300 part-time student staff. A singular HR coordinator cannot possibly support this vast number of employees.

The lumping of the HR coordinator role with equity and anti-discrimination programs can also be problematic. Certainly the future HR coordinator can and should consult with equity groups to ensure their policies are consistent with student needs, but it is important that the two ultimately remain separate.

This is because it is possible that issues concerning diversity and discrimination may arise from the HR department. This would then make it difficult for individuals to report issues to the same department where the issues stem from.

What the MSU needs is a full-blown autonomous HR department, with policies in place and trained personnel. Only through implementation of an HR department can the MSU truly account for the safety of its student employees.

It’s important to remember that students employed by the MSU are employees. They deserve the same respect and safety enforced by a HR department in any other workplace.

Honestly, student workers should be unionized to ensure their rights are defended. Until they are, the MSU must do a better job in the 2019-2020 year of protecting their employees through implementation of formal HR resources and personnel.

When I started out as the Opinions Editor for The Silhouette this past year, I admittedly didn’t care much about student politics or governance. I was unfamiliar with the policies of the McMaster Students Union and had no idea what happened during Student Representative Assembly meetings.

Nowadays, I regularly watch the SRA livestreams and perform my due diligence to be aware of changes occurring within the MSU. A large part of that is for my job, but I’ve found that staying informed has benefits beyond finding something to write about.

The purpose of the MSU is to “represent you and to help build a better community for all students”. As the governing body of the MSU, SRA members have a responsibility to represent and lobby on behalf of their students.

It’s only fair then that we as students hold these members, and the MSU in general, accountable for their actions. In doing so, we are ensuring that any changes occurring are truly reflective of the needs and desires of students.

There’s many ways for students can hold these organizations accountable. They can attend SRA meetings, speak to their SRA representative, voice their concerns online or even protest for change.

Alternatively, you can do what I do, and write about your concerns for the campus newspaper. Perhaps some of my criticisms have been harsh or slightly misguided. But at the end of the day, I’m proud of the articles that I’ve written and edited for The Silhouette. Even if they have stepped on some toes, I’d like to think they’ve helped incite some positive changes on campus.

Whether these changes are a fully-stocked Union Market or investigations into MSU-recognized clubs, it’s evident that speaking out on issues is important.

Not everything the SRA or MSU has done has been negative. In fact, they have made some great, positive changes that are deserving of praise, or at the very least, of respect.

A few weeks ago, I had plans to write about the SRA’s contradictory playing of the national anthem and delivery of a land acknowledgment at their meetings. To my surprise, I found that they passed a motion to stop playing the national anthem at their meetings altogether. Things like these are positive changes that students should be aware of.  

Of course, there is only so much that students can do. Given the record eight students who attended the General Assembly on March 20, it is obvious that the MSU must do a better job at engaging with their student constituents.

But just because the MSU and SRA have much to improve doesn’t mean that students are off the hook for staying informed. Without student input and advocacy efforts, organizations are given too much power and can make decisions that negatively impact us all.

For example, without the efforts of a few brave survivors telling their experiences with sexual assault within the MSU Maroons, it’s unlikely that the service would be doing anything to account for the issue, much less propose developing a long-overdue sexual assault and harassment policy.

I encourage students to get engaged with their university’s politics. It might seem overwhelming, and the information is certainly not easy to navigate, but it’s important work.

Especially in light of the upcoming changes to post-secondary education made by the provincial government, it is in the best interests of all students to be engaged with their union’s activities.

My term at The Silhouette is reaching a close. I’ve learned a lot during my time working for the newspaper but my biggest takeaway is that student politics affects us all, including those outside of the MSU bubble. For our own sake, we ought to keep our student organizations accountable for their actions.

Hamilton city council has committed to taking an equity and inclusion lens to municipal decisions going forward.

Two weeks ago, Mayor Fred Eisenberger brought a motion to city council to implement a new equity, diversity and inclusion lens into city policies.

The motion passed unanimously and calls for a report to be brought forward on how to introduce an EDI lens to all city initiatives.

Attached to the motion was a draft version of an equity, diversity and inclusion handbook.

The motion also includes an allocation of $5,000 for city council to hold an EDI summit.

The new lens builds on the recommendations highlighted in Hamilton’s equity and inclusion policy implemented in 2010.

Ward 1 councillor Maureen Wilson said an EDI lens will require the city to be more specific and concrete when it incorporates equity and inclusion into different policies.

According to Wilson, it is not about quotas and targets, but about a shift in decision-making that will require city council to include the perspectives of all communities.   

The EDI lens will first be applied to issues concerning housing and homelessness.

However, Wilson sees potential for it to affect how the city envisions issues like transit, helping to consider the ways that different communities, like women or bikers, get around in Hamilton.  

Eisenberger’s motion followed debate at city councillor over the city manager search committee and interview process, which some individuals, including Wilson and Ward 3 councillor Nrinder Nann, criticized for not taking a diverse and inclusive approach.

Denise Christopherson, the CEO of the YWCA Hamilton and chair of the status of women committee, has called for city council to adopt an EDI framework for years.

Christopherson said she is encouraged by the support for the motion at city council and appreciative of the efforts of Wilson and Nann in pushing this forward.

“It’s been in the works for a long time,” Christopherson said. “To develop a framework, this is going to be a multi-year work project that hopefully gets ingrained in everything they do at city hall. So when they're putting forward a proposal, it’s about, have they gone through the lens of inclusion? Who have they consulted with?”

The YWCA Hamilton currently runs multiple programs providing housing for non-binary people and women without places to stay.

Christopherson is hopeful that the new lens will result in more funding for programs like these.

“I like to say that the city should have a hand in all marginalized communities,” Christopherson said. “Hopefully we see more investment in those necessary programs.”

Community organizer Sophie Geffros is also optimistic about the new lens and what it could mean for current city council issues.

“I’m cautiously excited about it, because it signals to me that the city is at least beginning to acknowledge that designing a city around the needs of straight, white, middle class, able bodied men is not just ineffective but can be actively harmful for its marginalized citizens,” Geffros said.

As the city still awaits a report on how the lens will be implemented, activists and supporters of the motion are hopeful about the many policy areas a city-wide EDI framework could effect change in.

The news in November 2018 that Doug Ford and his provincial government were ceasing the project to build a French-language university in Toronto and eliminating the position of the provincial commissioner for French language affairs was met with backlash.

However, situations like these aren’t novel. French education and culture have been the target of marginalization for hundreds of years. Ford adds to this long list of discriminatory acts, as his decision to cut services and protections to Franco-Ontarians has underlying anti-francophone sentiment and is a violation of minority language rights in Canada.

But why should we care about this? After all, with just over 620,000 people, the French-speaking community in Ontario makes up just 4.5 per cent of its total population.

Growing up French-Canadian in Ontario, practicing and maintaining the language my ancestors tirelessly fought to preserve has proven difficult. Additionally, the limited number of French secondary schools meant that I had to enroll at an English secondary school — adding to the challenge of keeping my mother tongue.

However, Francophones are still Canada’s largest minority with Ontario home to the most populous French-speaking community outside of Quebec. But most importantly, the French language is a right that is protected by the Constitution and language laws.

This didn’t come easily. Throughout all of Canada’s history, francophones have fought for the right to French education and with Ford’s new agenda, the battle appears to be ongoing.

Merely a century ago, the provincial government passed and enforced Regulation 17 throughout Ontario, which restricted the teachings in French beyond grade 2 and limited French teachings to one hour per day in primary schools. After 15 years of enforcement and prohibiting a whole generation from learning French, the law was finally repealed in 1927.

By ending the project for the development of a French university, Ford is reopening a door into the past that most French-Canadians thought was over. The ideology that once disregarded Franco-Ontarians’ identity and equality is now resurfacing, under the new disguise of Ford’s policies.

And what is Ford’s reasoning behind these radical changes? Although Ford has yet to comment on the matter, government officials have cited the province’s $15 billion deficit as being the motivation for these cost-cutting actions.

However, the cost for the French Language Services Commissioner and the university tally up to a total of just $15 million per year. And as of now, Ford’s government has yet to meet the targeted amount of savings, leaving experts to question whether a thorough program review was carried out.

When looking at these realities, it is hard to believe the government’s narrative of the provincial deficit being the sole incentive for premier Ford’s changes, and not worry about an anti-francophone sentiment underlying Ford’s fiscal agenda.

What’s more unsettling is that Ford’s new policy changes cuts into Canada’s Constitution and the protections and rights of French-Canadians.

The functions of a language commissioner prove to be essential in promoting and protecting a language. Not only do they monitor the government for any infringements upon minority language rights, the French language commissioner acts as a liaison between the provincial government and Franco-Ontarians.

By getting rid of the French Language Services Commissioner, Ford is destabilizing the rights and protections of minority francophones and undermining the institutions that promote one of the ‘supposed’ official languages of this country.

I acknowledge that Ontario is already home to three bilingual universities and that the francophone minorities account for just 4.5 per cent of Ontario’s population. Additionally, I acknowledged that the Ford government has created the position of senior policy adviser on francophone affairs following the elimination of the French Language Services Commissioner.

The realities of the mistreatment of francophones throughout history along with the benefits of the French services and protections that Ford is eliminating would make it illogical for one to not consider this as anti-francophone sentiment. To be idle while the government carelessly partakes in these divisive political tactics is a disservice to our ancestors and to all minorities.

But like #BellLetsTalk, McMaster’s mental health initiatives seem more performative than anything else. While offering “self-care” tips and hour-long therapy dog sessions can help students de-stress and perhaps initiate conversations about mental health, it alone is not sufficient.

This sentiment is shared amongst many other students and has been brought up time after time. It is truly disheartening then that the university seems to do little to meaningfully address students’ concerns.

Instead of investing in more counsellors at the Student Wellness Centre or restructuring their support systems on campus, starting Feb.4, McMaster is running Thrive Week. Thrive Week is a week-long initiative aimed to “explore [students’] path to mental health”. The week boasts events including yoga, Zumba and meditation circles.

There is no doubt that engaging in wellness and mindfulness activities, including activities like yoga and Zumba, can help alleviate some of the stresses of university and can positively benefit your mental health.

However, it is in itself not enough to actually help students overcome mental health issues. McMaster acknowledges that most students seem to experience, at least during some point in their undergraduate career, mental health issues. This is telling of a systemic issue. Mental health issues are largely attributable to socioeconomic factors. Financial strain, food insecurity and lack of a responsive administration can all factor into developing mental health issues as a student.

The best way to help students is to address the root of the problem, which often lies within the very structures of the university. Until McMaster addresses these systemic issues, yoga classes and wellness panels will do little to remedy students’ concerns.

Beyond addressing systemic issues, students struggling with mental health issues can’t colour their issues away; they require professional help. It is true that the university offers trained peer-support volunteers at services like the Student Health Education Centre and the Women Gender and Equity Network, but again, this is not enough. The responsibility of students’ mental health should not fall on the shoulders of other students.   

If the university truly cared about their students’ mental health, they would invest in more counsellors and actively work towards ensuring that waiting times at SWC aren’t months on end. They would make systems for receiving academic accommodations more accessible, as they currently require students to provide documentation of diagnosed mental health issues.

Talk is cheap. So are free Zumba classes. While raising awareness and reducing the stigma around mental is important, what students need is real change to ensure there are actual support systems on campus. The university has a responsibility to make that change happen.

I grew up in a village in New Brunswick, where candidates running for office would campaign by waving from the side of the main road at cars driving by, creating a traffic jam as people slowed down to see if they could get any gossip on who their neighbours supported.

This, among many other reasons, is why I’m excited about Hamilton’s municipal election on Monday, Oct. 27. Hamilton’s population numbers over 500,000, rivalling the entire population of the province where I grew up. In cities like Hamilton, municipal politics matter.

Local politics are often an entry point into careers in politics, so the candidate you elect as your school trustee today may be tomorrow’s premier. Furthermore, many issues at both the Ward and mayoral level affect our daily lives in tangible ways.

If you live on Emerson you might be interested in Ward 1 candidates discussing turning the Emerson corridor into the next Locke street.

Or you might care about the proposal to make Main Street West a two way street and the impact this would have on traffic.

If you bike to campus you might want to read up on the candidates’ stance on bike lanes and how they interpret the results of the Cannon St. bike lanes.

At a mayoral level you might want to look up what candidates think about waste management or violence downtown. You may, like me, be intrigued by Brian McHattie’s proposal to create a nationally significant park in Hamilton.

Even though you may be from another city and see this as a temporary part of your life, while you’re at McMaster, you’re a Hamiltonian, and you get to help decide the path of our community.
